In AoE, it's 135 Runic Power total (again +10 for rune). On single target, this means that you'd generate 27 Runic Power total (+10 from the rune used on the ability).
The maximum only applies on overall damage tick, meaning that it can generate up to 15 Runic Power every second. Every time it deals damage, it generates 3 Runic Power, up to a maximum of 15 Runic Power. It hits a total of 9 times (there's an initial tick when you activate the ability) and scales with our mastery. This is an AoE cooldown that also generates significant amount of Runic Power.
